Bids are hereby invited from contractors registered on the Central Supplier Database (CSD) with CIDB grading of 7CE or higher class of construction works for the Construction of Utrecht Water Treatment Works.
Bidders will be evaluated in terms of functionality as part of the minimum requirements before evaluated on price based on the following criteria: A bid that scores less than 70 points out of 100 in respect of functionality will be regarded as non-responsive. Thereafter the 90/10 Preference Points system will be applicable, with 90 points for price and 10 points for B·BBEE Status Level of Contribution. NB: Bidders are required to submit original tax clearance certificate / Tax Compliance Status Pin or CSD number and valid B-BBEE Status Level Verification Certificates or certified copies thereof, together with their bids, to substantiate their B-BBEE rating claims. Failure to submit the proof of B·BBEE Certificate will result in forfeiting the B·BBEE points. In terms of Preferential Procurement Regulations, 2011 and SABS approved technical specification number SATS 1286:201x - Bidders are requested to complete the declaration form for local content (local production and local content are used interchangeably). Only locally produced or manufactured goods, with a stipulated minimum threshold for local production and content will be considered.
Bid documents will be made available at the office of the SCM Unit of Amajuba District Municipality upon producing proof of payment of a non-refundable fee of R750.00 per document. Deposits must be made into the Amajuba District Municipality bank account: Standard Bank Account N° 062156624 with the reference number obtained from Amajuba District Municipality's SCM Unit. Bidders will be required to produce proof of the deposit before they will be issued with a bid document. Cash payments will not be accepted at the Amajuba office.
NB: Bid documents must be reserved in advance as from the 16 November 2022 to obtain a reference number from Ms. Khethiwe Msimango at Amajuba District Municipality at 034 329 7200 or by email
khethiwem@amajuba.gov.za before 12h00, 22 November 2022. Bidders who do not reserve documents before this date and time will not get a bid document at the Compulsory Clarification Meeting. Reserved documents must be collected before or on the date of the Compulsory Clarification Meeting, because no documents will be issued after the day of the meeting. No copies of bid documents, in whatever form, will be issued to bidders. Amajuba DM will not re-issue lost tender documents. Bidders who fail to attend the Compulsory Clarification and Site Meeting, will be disqualified. Documents may be collected during working hours between 07h30 and 15h00 as of the 18th of November 2022.

Bidders may only be submitted on the tender documentation that was issued. Completed bid documents, including all returnable documents, shall be submitted in a sealed envelope(s) endorsed "T2022/36: The Construction of the Utrecht Wastewater Treatment Works" The bid document must be deposited in the municipality's box located at the Reception foyer of Amajuba District Municipality at B9356 Main Street, Section 1, Madadeni 2951, after which all bids received will be opened in public. Late bids submitted after the closing date and time will not be accepted. Bid envelopes that are not sealed and clearly marked will not be considered. Amajuba District Municipality is not obliged to accept the lowest or any bid.
